Move EIGENPY_MAKE_TYPEDEFS to a dedicated file

remove warnings

Boost 1.73 added a boring warning about deprecated use of boost bind,
which is still used by boost python.

As of Boost 1.75, this is still not fixed:

Recent CMake versions added this warning:
CMake Deprecation Warning at CMakeLists.txt:6 (CMAKE_MINIMUM_REQUIRED):
  Compatibility with CMake < 2.8.12 will be removed from a future version of
  CMake.

And we are not compatible with CMake < 3.1:
