Add Travis CI
This is currently active and tested on my GitHub fork as described and referenced in https://gepgitlab.laas.fr/loco-3d/crocoddyl/issues/276#note_7962.
I have sent a request to activate Travis CI on GitHub's loco-3d organisation. From then on it will run on any PR made/commit pushed against GitHub once this PR is merged.
