localizer: CMakeList.txt

In https://gitlab.laas.fr/tlasguigne/multiscale-fpfh/-/blob/master/localizer/CMakeLists.txt#L28 the system should be split in two:

• one library
• one executable test
• the library then should be reused by the ros package to realize localization
