Simplifies CMakeLists.txt and package.xml after removing Gazebo plugin

Change maintainer from O. Stasse to G. Saurel

  Replace camera models by boxes.

  model has been generated using command
  xacro -o pyrene.urdf robots/talos_full_v2.urdf.xacro head_type:=lidar enable_crane:=false foot_collision:=default disable_gazebo_camera:=true
  in talos_robots from https://github.com/pal-robotics/talos_robot.

It was moved to https://github.com/Gepetto/gazebo-spring

[CMake] fix for CMake 3.5

VERSION_GREATER_EQUAL is not available. Switch to NOT VERSION_LESS

They have been moved to roscontrol_sot_talos
in repository talos_metapkg_ros_control_sot

Release v1.2.1

To keep retrocompatibility for sot-talos-balance,
but we have to find a relocatable way to do this.
