Do not create useless mpdification in working tree.

  - move command in %.status and use this latter command for each package
  - note: use make -s to get the same result as previously.

  - remote hpp-hrp2 to allow installation without access to HRP2.

  - roboptim-core and roboptim-trajectory were using version-3.1.

  - test-ci is used by gitlab and does not depend on hrp2,
  - benchmark installed all requested packages to run the bencharks.

  - iai_maps does not depend anymore on robot_state_chain_publisher.

This reverts commit 8abffbbb.

  - add a target benchmark that installs robot related packages,
  - use this target when running tests as defined in .gitlab-ci.yml.

Test if INSTALL_DIR is already set.

Change DEVEL_HPP_DIR and INSTALL_HPP_DIR everywhere.
