Added a correction of the COD (used only in the test) in CODClean. This file should replace the src/COD.hpp, which is yet kept for laziness reasons.

Add the url
Remove useless commands.
Remove PROJECT_VERSION (deprecated).

Create a static library to gather common files.

Its decription may be improved...

ie the one with a const

Remove hard coded path for eigen3
look for sys/time.h for not win32 systems

for now, there is still compilation issues, and
the project should be compiled with a specific flag for eigen
