- fix typo,
  - define PKG_CONFIG_PATH.

  if not setup.sh is installed in $INSTALL_HPP_DIR, we need add paths to
  $INSTALL_HPP_DIR in some variables.

As ROS seems to overwrite it in devel-premade:16.04:

> $ echo $CMAKE_PREFIX_PATH
>
> $ grep CMAKE_PREFIX_PATH /workspace/config.sh
> export CMAKE_PREFIX_PATH=/opt/openrobots
> $ source /workspace/config.sh
> $ echo $CMAKE_PREFIX_PATH
> /workspace/install:/opt/ros/kinetic

which leads to:
> Could NOT find qpOASES (missing: qpOASES_LIBRARY qpOASES_INCLUDE_DIR)

As 1.8.15 is too recent, I had to find another link for 1.8.10 instead
